Bungie announced a map during the release of the Heroic Map pach which wont be in this new one. So, there will be a third pack for sure.
And btw, the prices are not from Bungie or any other developer, guys >_> Microsoft decides how much you must pay for content available on the marketplace.

But yeah, as much as I love Halo these packs are a little too expensive. How about some more single player content? Or at least some new armour sets to go with it?
Where do you get that from? As far as I can tell, it's completely up to the developers/publishers how much they charge for the content. Just look at games like Oblivion, we know for a fact those prices were set by Bethesda, they even reduced it after the horse armour fiasco. And games like Test Drive still regularly give away free cars or even car packs.
But yeah, as much as I love Halo these packs are a little too expensive. How about some more single player content? Or at least some new armour sets to go with it?

but on the flip side, epic wanted to give away everything for free in gears of war yet it was MICROSOFT who made them charge for it.
